Instructions To DMs Over Expenditure Monitoring, Surveillance Measures


Kolkata: The Chief Electoral Office of the Election Commission of India (ECI) has issued instructions to all the District Magistrates in the state giving a detailed outline as how they would conduct expenditure monitoring and various other surveillance.

The senior officials in the districts have already been asked to spread awareness among all the stake holders regarding the functioning of the Electronic Voting Machines (EVM) and the Voter Verifiable Paper Audit Trail (VVPATs).

Sanjay Basu, additional CEO, on Monday said the expenditure monitoring teams have already started their work.

The flying squads have already been pressed into action in different places. A complaint monitoring cell has been made operational where the voters can make calls at a toll free number (1950) and register their complaints. The voters or any citizens can also submit their suggestions which will eventually be communicated to the ECI officials.

The complaints can be registered by making calls to the toll free number or by visiting the website. The complainant can also see the details of the action taken against their complaints.

According to Basu, 1950 is a universal voter helpline number where all sorts of grievances can be registered and they would be addressed within a stipulated time.

The 24×7 control room has been activated at the state and the district levels. The video teams and flying squads have been mobilized to carry out an intensive checking for liquor/cash or banned drugs.

All the District Election Officers (DEOs) will also hold meetings with the representatives of all the recognised national and state-level political parties within three days from the announcement of the elections by the ECI.

During the meeting, the DEOs will explain all the legal provisions and instructions of the Commission relating to the election expenditure and its monitoring and consequences of failure to comply with them.

The Election Commission officials also added that they will minutely verify all the complaints registered by the voters or political party leaders in the process of the election.
