Govt Changes Tender Procurement Process In The Wake Of Majherhat Tragedy


Kolkata: The state government’s process of procurement by inviting tenders have
been changed. A tender committee will be set up in every department of the
government, from now on. This comes in the wake of the recent Majherhat bridge
collapse. To avoid any such mishaps in the future, this decision was taken.

H.K. Dwivedi, Finance Secretary, who is also the additional chief secretary
(Finance department) have issued guidelines from time to time regarding the
acceptance of tenders. The Works/Engineering Departments have already constituted
their Departmental Tender Committees.

Apart from them, the administrative departments shall constitute a Departmental
Tender Committee which will comprise of members including at least an officer in
the rank to joint secretary or above as its chairman, an engineer or technical
expert of appropriate seniority, the financial adviser, and any other officer as
desired by the additional chief secretary/principal secretary/secretary of the

The departmental tender committee shall be responsible for evaluation and
recommendation of tender related works. They will have to:

1. Scrutinize all the tender related documents,
2. Ensure that the necessary formalities have been observed by the tender inviting
3. Check technical criteria
4. In case of non-schedule items, the market rate of similar items or substitute
items maybe compared.
5. Place the matter for approval of the appropriate authority in the department.

A tender is a process in which governments and financial institutions invite bids
for large projects that must be submitted within a finite deadline.
